The Breaker program sprang out of Stanford's d.school. It is a professional development program that introduces design thinking to educators, giving them the tools to begin to use design challenges to inspire the learning process in their classroom.
This program is administered in Oregon by the Construct Foundation 
. They have run multiple programs throughout Oregon.
